Featured Procurements: 

Grid Audit: The selected firm will perform a diagnostic of the Senegal power network (focusing on the geographic location of commercial losses and continuity of service) as well as an assessment of operators’ conformity to terms of their licenses and concession agreements. The results of the diagnostic will support the firm’s delineation of action plans relevant for the energy regulator (CRSE) as well as for all relevant operators. This procurement is part of the Compact’s Regulatory Strengthening activity conducting the audit with an eye towards strengthening the energy regulator’s capability at technical regulation will be key.

 Implementation of a Geographic Information System (GIS):  In support of the Compact’s Utility Strengthening activity, the selected firm will make preparations for and support continued implementation of the GIS at the public utility (Senelec). This needed implementation comes as a result of feasibility studies previously conducted. The work will require diagnostic and planning related tasks, inclusive of taking into account any recently completed and related GIS activities as well as drafting of tender documents for the related software tools and other solicited items. Multi-year technical assistance is also expected to be a part of the firm’s activities. Focus is to be given to implementation of the GIS on the Medium Voltage network, although there is the potential for work to also encompass the High Voltage and Low Voltage networks.

 Establishment of the Office of Transmission Network Access (BART):  Named Bureau d’Accès au Réseau de Transport (BART) it provides a transition for the fulfillment of third-party access principles on the power network. It takes advantage of Senelec’s current unbundling and creation of a transmission subsidiary, with Dispatch separated from Manager of the Transmission Network, as well as Senegal’s further integration into the West African Power Pool (WAPP) and purview under the ECOWAS Regional Electricity Regulatory Authority (ERERA). As part of the scope of services under this solicitation, within the Senelec Transmission direction/subsidiary, the selected firm will set up the BART (inclusive of delineation of its foundational organizational and budgetary documents), prepare a framework and platform for commercial and technical data, and setup the appropriate IT tools for customer/contract management, accounting, data publication and other functions. The selected firm will also ensure that, particularly for data publication, the IT tools will allow for use by the energy regulator CRSE and customers. Work will be performed in support of the Compact’s Sector Governance activity and is also part of a broader set of action plans to realize third party access in Senegal’s power sector.
